Privacy by design (product intent)

• Minimal identifying data for officers; no public officer names.
• Reviews store a hashed IP or no IP — never raw addresses.
• POST certificates are private admin-only uploads, never shown to departments.
• Subpoena / unmasking: we keep as little personal info as practical, warn the user when legally allowed before disclosure, and release identifying information only under a valid court order.
